Who is Graphene OS for? If you want full control and privacy first, then Graphene OS is probably one of the best options.Having Edward Snowden's approval on the OS says something. You are in control of all apps and settings on the phone. You can also have ontrol of the phone's microphone, location settings, camera and other sensors/functions . Even things like Google Play is not installed by default and it is run in sandbox mode later, when you wish to run it.  There are various sources for apps, like Aurora and F-Droid.

 
As one of the privacy settings, the system let's you choose how the MAC address is randomized.  An always connected VPN will complement this set up, but definitely not a requirement.  The system also has "Auditor" which will perform an audit on your phone when you suspect that your phone has been compromised. You may also use different accounts on the phone to quickly swap between user accounts to fly under the radar. It also has the option to help against bluetooth and wifi exploits, as well as other safety features to give you additional safety in a public area.
